Pakistan’s green building market has significant long-term potential, but limited market maturity, fragmented supply chains and constrained access to green finance have slowed investment and large-scale adoption.
Unlocking the market required more than technical recommendations. It required stronger collaboration across government, financial institutions, developers and investors, together with a pipeline of investment-ready projects capable of attracting commercial capital.
Our Role
Working alongside the International Finance Corporation (IFC), NERE became an extension of the project team, helping to strengthen the market by connecting policy, finance and delivery.

Pakistan faced a significant shortage of affordable, quality housing, yet private sector developers struggled to access the long-term investment, suitable development opportunities and housing finance needed to deliver projects at scale.
Unlocking the market required far more than capital alone. It demanded a commercially viable delivery model capable of bringing together investors, developers, financial institutions and government around a shared vision.
